Moving Blocks

I am upgrading from 2.2.7 to 2.4.5+  and have noticed that the up/down icon for moving a block appears very briefly and then vanishes.  I can use the configure the block option to move one from left to right and change the weight to adjust its position, however I cannot get it to go exactly where I want without adjusting other blocks above and below.

How can I get the move icon back.  I am using IE9 as a browser.

I  notice that it appears briefly and then disappears but I can click on the block as a whole and drag it up and down - can you do that, ignoring the lack of move icon? (I am using Chrome not IE however)

Brilliant, if I hover the mouse over where I expect the move icon to be I can move the block.  This works in IE.
