I have the same problem when upgrade to 2.6.2+
I have test:
- http://site/admin/purgecaches.php
- change permission to all folders and files (have you more indication for specific files or folders)
- check permissions on all Moodle code files ... including config.php
- clear the browser cache
- Turn on debugging and have no message.
But the problem is the same,
