Hmm...after bout 12 viewings these are the people that I recognise, and I thought I was a film buff. My rankings, for the person/appearance is in * for good and - for ouch. There is only one "ouch" for the person that says "people" in a way that we would never pronounce it in the UK.

One of the groups I work with, Global NetCorps, will be expanding into Africa, starting in Ethiopia, this year.

From their explanation:

Global NetCorps is an international capacity building programme that works with national partners to develop and deliver localized curriculums for information technology training. In-country programmes are theme-driven and linked to social and economic development priorities which are identified by local partners. Based on a train-the trainer model, talented young leaders are recruited and equipped to work as GNC Interns, and then charged to take their expertise out to the communities around their home country.

Moodle is the engine they use to deliver their training.

Hi Mike,

Looks very interesting.  I checked out their website but they don't seem to mention IT training, it talks about tourism, career development and business training.  Could you elaborate what they are up to more?

Hi Richard -

I probably won't do the explanation justice, but here goes...

They don't provide direct IT training. In other words, they don't teach how to run servers, how to program, etc. Rather, they teach what ICT can do for their communities with real world examples. The goal here is to provide economic and academic improvement by teaching how ICT can add value to what they do.

Young people from the communities are recruited to be Global NetCorps interns. Using Moodle and in person training, they are trained on what ICT can do, how to use it, how to identify opportunity and how to introduce it into their communities. They then go into their communities to spread their knowledge, using Moodle as their communication medium as they work.

The examples you quote - tourism, etc. - we're examples taken from specific communities that identified potential areas that might benefit from the introduction of ICT.

Global NetCorps partners with other groups (Cisco, for example), who help implement the actual technology infrastructure that is needed to introduce the program. They also always have an in-country partner, who learns how to run the program, with the goal being that they can independently run it down the road.

The program is run by an organization called Digital Opportunity Trust (DOT). If you want more details, check the site and get in contact with someone directly.
