Thanks for the reply Mary, but this isn't an enrolment issue. The "View courses without participation" permission is allowed for Manager roles, which means that a user with this role for a particular category should be able to access a course without the need to be enrolled (we moved to the use of this role in order to resolve performance issues for some users with several hundred enrolments).
