At a glance I'd say that either the timezone on your Turnitin account is incorrect or the default timezone in Moodle isn't in sync with it. If you need to have your Turntiin account timezone checked / adjusted you would need to put a ticket into the Turnitin helpdesk and one of our product specialists can take it from there.
The way the plug in deals with timezones is by making sure the Moodle default timezone is in sync with the timezone of you Turnitin account. Any individual user accounts that use a different timezone to the default Moodle timezone are adjusted accordingly.
The most common reason I see this error is where the timezone is not quite right and Moodle displays the start date in one timezone but Turnitin logs it in another. That can result in a discrepancy where Turnitin beleives the assignment hasn't yet started.
