Installing and upgrading help

I downloaded the moodle-packet and uploaded it as the manual says. I uploaded the whole package to be sure I didn't forget any file.

And now I have this:

That's not much, as you can see ....

I see on all kind of other sites this basic openingpage:



I think that's some kind of basic lay-out of the whole thing?
I like to have that too. How?
I would be very happy with some help.
