I am working on formal_while theme and i want to add new layout in theme so how can i add new layout in theme using moodle 2.3.

As you can see Jaymin, I have split this comment from the original discussion, as this question differed from the original.
To answer your question, it all depends on the changes you want to make to the layout. What changes do you want to make to Formal White?
