Damyon Wiese from Moodle HQ gave me the following answer yesterday by email about whether or not this feature will be in Moodle 2.9 :

The short (and not very helpful) answer is that we have not yet decided exactly what we will do with outcomes for 2.9. As soon as we do we will post about it in the dev forums and the future major features forums, so I would just watch one of those places for updates.
