Just posted a bug - but for those who might be searching for answers to TCPDF ERROR problems I found that if email delivery mode is selected I receive the following error:
Could not access file: C:\Apache24\moodledata/filedir/// TCPDF ERROR: Some data has already been output, can't send PDF file
Either other mode does not result in an error.
