I'd like to create course from courses templates : by template, I mean the course organization (Weeks, Themes etc ...) , course modules, courses blocs.
The idea is to offer some pre set courses for courses teachers.

Just create a course set up the way you want it, then do its backup through the item in the admin block. You can use that backup file as template. Works well. Using means clicking the restore function in the admin block and telling Moodle to create a new course.
Keep in mind that teachers must have creator capability in order to add new courses.
Since you want to have multiple template courses, you might want to create a category called "template courses" and keep all those courses there.
