I don't know why it is not working for you. You really need to get it so you can see the full error message from debugging.
If you are on Eastern time, then your time-zone is only UTC-5 for half the year because of daylight saving time. You really need to tell Moodle the right time-zone, or you will get off-by-on-hour issues like this.
