Activities block missing on student's profile

I've created a parent role as described in the documentation at http://docs.moodle.org/23/en/Parent_role and when I log in as a parent I see their children listed. However, when I click on one of the children to see their profile, there is no activity report in the side-bar.

If I click on my own profile, I see an "Activities" block there with Forums, Glossaries, Resources listed. But if I click on any student's profile that box is not there, even while logged in as administrator. As I understand it, this is where the parents can find their child's grades, at least according to this thread: http://moodle.org/mod/forum/discuss.php?d=203123

The documentation, on the other hand, says:

"If the capability moodle/user:viewuseractivitiesreport is set to allow then a parent/mentee may view their student's activity reports and grades via the student's Profile. On the main Profile page, there will be a list of courses. Clicking on a course title will select that course. Then, under the Activities tab, the various report and grades sub-tabs will display information relevant to the selected course."

The "under the Activities tab" bit is confusing as the "Activities" block on the side is not there, as I mentioned. There are also no tabs. Here's a screenshot while logged in as this student's parent:

The only thing that changes between the profile view and selecting one of the classes is the breadcrumb trail along the top.

Is there some additional capability I should add to the parent role?

Thanks!
