I have a similar problem on my districts 1.9.9+ version of Moodle (using IE). The first time you access an activity or resource with the html editor it will appear. The second time it will disapprear. Ctrl + F5 will bring the editor back.
Also when we import a course, or any part of a course the topic areas and quiz questions import over as html code.
Any ideas for fixes?
