Mini Calendar showing wrong month in title bar

I upgraded to latest 2.3 version yesterday.  I have just noticed that when you try and use the minicalendar to select a date, the month name at the top of the popup is one month behind. The grid of days and dates is correct, just the name is wrong.

I am using the Rocket theme but changed a course to standard theme and had the same issue.  I have tried different browsers and no difference there. I am presuming that it is something in the yui but have no idea where to start looking.

Would appreciate any help!

I'm having the same issue, except my days/dates also are off. 

I see you've posted in Moodle Tracker, and I added to it:

Hi, everyone,

I'm facing similar problem, in Chinese Version (see screenshot belwo). the months in the drop down menu are totally unrecognizable, and the weekdays are still in English. I searched the language package and found nowhere to get them translated!

 

 After viewing comments and responsies in the tracker, I upgraded my Moodle 2.3 to the latest 2.3.1 version, only found the situation gettting worse, with all English words unrecognizable!  see screen shot below.

 

All comments and help are appreciated.
