Well. The first worrying thing is that the drop down menu beside the "Default language" seems to be empty. You should always see English + all additionally installed packs there. I can't help much with this but this indicates something is wrong at your site. Are you sure you have installed correct version of the pack for your Moodle?
The other thing is that the "Languages on language menu" should contain just the code "ro", not the name of the language itself.
