Well, yes, the general stuff will be in file called moodle. All strings are distributed among the listed files. However, if you open admin language file and see strings translated there but they do not show when using Moodle, then something is amiss. If translations are missing, you might consider upgrader to a newer Moodle after checking with Finnish community which version has full translation.
