If you go to Site Administration>Appearance>Theme Settings and scroll towards the bottom you will find the box for the built in menus. There is an example below it of how to set out a basic menu (there are, I believe, several newer options including languages that are not on the example, but it should get you started)

Stephane - you do not need to add any code to the theme at all, it is already in (almost?) every theme. Just go to the theme settings page as I pointed you at in my previous post and as is explained in the link Mary gave you, and add the menu items as shown in the example there. The only reason you do not see the menu bar is because you have nothing in that custommenu box on the theme setting page - as soon as you add menu items there your custom menu bar will be visible.
