I love this format, but I can't get guests to select topics... They can only view the first one.
On the site http://aprendeenlinea.udea.edu.co/lms/investigacion/course/view.php?id=50&topic=2 it works...
What do I need to do?

I followed your link using Chrome and I can access all of the tabs. I assume I'm a guest? So works for me.

Yes, on that site it works... It's the course format developers site...
But on mine it doesn't works...

I'm sorry but I do not know enough about the plugin to say why. Unless I have guest access to your site to see what is going on and a copy of your One Topic code to compare with the distributed version.
I suggest that you double check that all the files have copied correctly from the download to your site. It was an issue with my format a few weeks ago with another user.
If all is the same, I would suggest contacting the developer with the contact in the Plugins Database.
