The individual fee to join the MoodleMoot Japan is 10,000 yen (about 100 euro) for a two day, 80 presentation/workshop event. Since it is supported by a user community of volunteers, the actual costs to run the national conference are only about 8000 euro. Last year, with 205 participants, the remaining leftover funds were donated to Moodle HQ (9000 euro) and domestic Moodle programming grants/awards (7000 euro).
