I've just had a quick play with the 'comments block' on a test course - setting it to display on all pages within the course. This seems to allow commenting on all pages. Perhaps this might be a good start?
However if this is implimented it would be useful to be able to run off a report of all the comments made within the course and site - in adition to the admin comments report.
