Forum not showing up in the Gradebook?

I am using Moodle 2.1.2 (Build: 20111010)

I am trying to create a forum where a student will be required to post a comment about an article and reply to at least one other student's comments. I created the forum and, since I wasn't sure how the instructor intended to grade this activity, I left the Grade Category section in the Forum Settings at unassigned or whatever the no-choice-made-yet option is called. I have now encountered two problems.

1.) When I went back to the Settings later, with my answer that it belonged in the same category as all of the other "Assignments," I found that the Grade section of the Settings had disappeared. I found this ancient bug report about this very issue http://tracker.moodle.org/browse/MDL-16622 but it claims the problem was solved, potentially back in 1.9, and definitely in 2.0. However, I am still experiencing this issue. After I am done here, I will be posting a comment to that bug saying as much.

2.) I know I saw the setting originally and since the students hadn't seen the forum, I just deleted the original one and remade the forum, this time setting the Grade category to "Assignments." Then, I go to the Gradebook, expecting to see my Forum in with all the other Assignments (which are actually all Assignment activities) and....nothing. It's not there. And, of course, I can't go back to change things around in the Forum settings because of issue #1 above. 

You're welcome to comment on issue #1, but maybe it's best to confine that discussion to that old bug report. I'm uncertain whether issue #2 above is intentional or a bug.

And I'm finding the documentation sorely lacking on how exactly to grade forums. I don't want the instructor  or student to rank anything. I've already set up the completion tracking to recognize 2 replies as being sufficient, and the instructor will be participating in the discussion. My plan was for the instructor to keep an eye on the completion tracking report, and as it's "Complete" for a student, give that student a 100 or whatever in the Gradebook for that item.

Can anyone suggest how to make that work, or an alternate plan?

Last time I checked activities are not added to the gradebook if they don't have a grading method. If this has not changed in 2.1.2 (and afaict no reason for it to change) you should be able to find the forum in the gradebook once you assign a grading method and then you should also be able to place it in the desired grade category.

But since you don't want to assign a grading method ("I don't want the instructor  or student to rank anything") you could simply add a gradebook grade item to stand for the forum activity and serve as the place holder for the activity grade.
