Thanks for this update. As an experiment I set up a test user under a duplicate role folowing Adi's advice, and it did give that user far more privileges than we're willing to allow.
Unfortunately we're stuck on 1.9 for about another year, so I'll need to come up with something. I'm wondering if I could locate the code that does the emailing, if I could code in an exclusion for Site Admins & Registrars??? Any thoughts?
