Thanks for letting me know about the tracker you submitted. I have implemented the patch you mentioned, and the file picker does appear now. However, the images or media do not actually display correctly on the feedback page for the student. The path to the files is malformed somehow when the view.php is rendered. I've contacted the patch creator about it, so we'll see.
