The Quiz Results block is part of the core moodle package for 2.x
If you have 2.0 or 2.1, you should already have it.

But I cannot find the Quiz Results Block in the drop down list in the front page while I can add quiz results pages in courses.

The front page is a 'special' course and doesn't allow all blocks to appear on it. It seems this is one of those as I cannot add the Quiz Results block on the front page either.
More investigation in a default Moodle 2.1 site shows the front page is the only one that allows the default 'Login' block and 'Network Services' and the course pages are the only ones that allow the default 'Section links' and 'Quiz Results'. The My Home page is another special page that doesn't have 'Activities', the 'Blog' blocks, 'Quiz Results' and others

I want to add quizzes at the front page for everybody. The quizzes will include questions about common sense, general knowledge about history, liberal arts, politics, current world agenda, etc. I want use quiz results block at the front page which will show top ten high score users.

I want to do this too. I am looking for a way to show the resutls of a graded forum in the front page. Has anyone found a way. is there a way to hack the results block so it will do this?
I found a way by editing the block_course_results.php file from the course results block and changing the following:
function applicable_formats() {
return array('course-view' => true,);
}
to:
function applicable_formats() {
return array(
'course-view' => true,
'site-index' => true);
}
