I set the Course/view profiles and that did the trick. These particular users are not enrolled in any courses hence Authenticated user rather that student.
Should I now turn off the moodle/user:viewalldetails (User/View user full information)? I am not sure what that permission is intended for it it does not allow general profile browsing.
I think I now understand the Profile visible setting better - thank you for taking the time to explain that.
My "Default role for all users" (defaultuserroleid) is Authenticated users - there are not other options availabe for some reason.
My default role on the Front page (defaultfrontpageroleid) is set to none. Only student and guest are options.
