Another possible solution is comment the line four in the file mod/certificate/view.php
<?PHP // $Id: version.php,v 3.1.0
require_once("../../config.php");
require_once("lib.php");
//include '../../lib/fpdf/fpdf.php';
in order to load just once the functions.
