Is there any Moodle plugins, mods etc. designed for visually impaired or hard-of-hearing people? Maybe there are Moodle Themes designed for those people, or maybe there is some special Moodle distribution?
Moodle, and all Moodle themes, shoud work for everyone usings standard assistive technologies like
- large fonts / zoom in windows and other operating systems.
- high-contrast mode in windows and other operating systems.
- screen-readers, brail displays, etc.

Have you heard of www.abilitynet.org.uk Check them out . you may be able to get some information there. I hope this helps.
