This was raised in 1.8 and seems to have been fixed in 1.9, but I don't have the option in 2.0???

I was just playing in demo.moodle.net in 2.1, and the send for marking option seems to work fine there, albeit the layout is entirely different from 1.9.4
Are you sure your student has clicked "send for marking"?
It's not the send for mark option I'm referring to...it's the option when an assignment is created to allow a student to re-submit an assignment.
The option is available for 'single file uploads' but not for 'advanced uploading of files'.
If you don't use send for marking, and you set the number of files a student can upload to more than one, they can re-submit. Typically, we just set the limit to three. You don't have to allow it, they can just do it.
After the first upload, Student clicks "Edit these files" > Add > etc
Checking the "Allow deleting" box on the assignment settings page will allow the students to delete and resubmit files up until the assignment has been submitted for grading.
If you want a student to resubmit after the assignment has been submitted for grading, go to the submission and click "Revert to draft" (if you've enabled "Send for marking") or delete the student's file. The student should then be able to upload another file.

As for deleting students uploaded files – cannot find a way to do this either??

To the right of Last Modified (Grade) is a column labeled "Status" You click on "Grade" Do your teacherly thing. Then at the top "Submission" section, if you see the "Prevent submission updates" button, "Revert to draft" is on. If you click "Prevent," it turns into "Revert to draft."
Teachers apparently don't have the right to delete student files, but they can delete their own uploaded files.
Thanks very much Ben....all sorted...I must have clicked every bit of that screen except Grade!
For those that can make it happen - It would be useful to have the option to allow submitting when creating the assignment and to also give a teacher the option to remove a student's files (if/when required) from the system.

A tad cumbersome, but if you take the option to log in as a particular student then in 1.9 you could delete their files.I confess I have not tried it in 2.1
