Is there a tool where you can set a learning path for quizzes within a course and/or from one course to another where a student must take "this quiz" before they take "that quiz"? If so, do you have options to set it where they have to make a certain score before moving on?

What you want is called in Moodle terminology "completion tracking" wich permit "activity completion" and "course completion"
Look at the docs page : http://docs.moodle.org/20/en/Completion
but the first step is to enable completion tracking going to Site Administration > Advanced Features and checking the corresponding checkbox to activate these features. This can only be done by the site administrator.
