certificate not mailing

I have the proper certificate module installed and working in Moodle 1.9.12.  I have the certificates set to email the teacher and one other person.  However, it is not working.  All the other settings are correct - set to email, set to save.  In checking the database, it shows that the certificates are saved in the database and that they were mailed.  However, no mail is happening.

Any help?  This is the last little glitch that I need to solve with the certificates...

You might have already done this, but there needs to be a comma seperating each email address. 

For Delivery choose: Email (you must also choose save), then for Save choose yes.
