I have a list of 10 - 15 events or items that i need each student
to complete before they are considered complete for the term. This is pass/fail
situation.

The number of events cans vary per student. As an example -

I want the student or instructor to enter in each time they
witness a particular ailment while treating a patient, the section of the clinic it occurred with a time and date stamp.

At various points in the academic year the instructor should be
able to run a report by student to see who has not participated or witness a particular ailment.

I know could set up a quiz with each ailment and just put 0's in
all scores and then put a 1 in when they completed each task but knowing how many they did would be valuable data as well.

You could set up separate groups, add a forum, and each incident is recorded as a forum post.  Date stamped and train students to add the other required information.

There are then options to use the gradebook.

Or you could look at installng ForumNG which has some cool features that may help.

AFAIK there is no simple way to gather/process this sort of information, except maybe a database.
