The bulb icon is used to switch the workshop into the other phase - consistently with using the icon at the course page where it is used to set the current topic.
What you probably want is to open the workshop for submitting - that is to switch it to the submission phase. To do so, click the bulb icon below the "Submission phase" headline in the second column of the planner tool.
