Well, 2.1 still won't allow fractions, only , if that is what your language uses for the decimal point.
In any version of Moodle, it would be possible to develop a new question type that can grade fractional answers, but it would require some development (probably not much).
Alternatively, you could see whether it is possible to create the questions you want using the short-answer question type?
