I was looking today for one, probably obvious, solution but was not successful to find an answer. So here I come asking for help, please:
I need setup a role that has a permission to create and edit user but administrators. Also this role should not have ability to configure moodle site itself.
I set probably all *user* permission to Allow for this role but it can manage users at all.
Please do you have the miracle for me?
I use the 2.0.1 and users are stored within moodle database directly
