Can anyone tell us how we can set this to allow only admin access. We are not technical people, and your help will be greatly appreciated.

Hi,
the moodle dataroot should be outside of the htdocs folder or what ever folder your server uses for storing data ment to be available online.
If you don't have access outside the htdocs folder you can prevent direct useracces using an .htaccess file (your server must allow you to use .htaccess-files)
