Could someone tell me if the NEWBLOCK template is for Moodle 2.0. It looks really old but it was referenced on this page with a 'Moodle 2.0' label...
If that's not the correct template for 2.0, is there a core block with multiple config settings that you would suggest I reference when building my blocks?

That's definitely for Moodle 1.9, not for 2.0, which has a lot of changes.

People are working on updating the newmodule template at https://github.com/moodlehq/moodle-mod_newmodule. I don't know how far they have go though, and I don't know if anyone is doing something similar for newblock yet.
