The MoodleDocs have a block named "Toolbox" which shows the "Printable Version" of the current page. Which plugin can I use to get the feature "Printable Version" for Moodle Version 1.9.8.

Moodle Docs is driven by MediaWiki and not by Moodle so this is a standard feature of MediaWiki and not a block. You could try using a Print style CSS for printing Moodle pages.

Print styles CSS is for activities, so I'll try this out.
Actually it doesn't make sence to print a whole course, but activities as the students have to turn in there work in printed form as well.
