Roles and permissions

I created an HTML Block on my front page that I want only teachers to see.  I then created a new role as per instructions in Moodle docs.  I then went to assign roles in the HTML block to the newly created role.  It showed, however, there were 0 potential users.  I am unable to assign anyone to the newly created role within the HTML block.  Does anyone have any suggestions?  Thank you.
