You need to enable self registration and enable email based authentication
Go to http://greeneducationonline.com/admin/settings.php?section=manageauths
First enable the "Email-based self-registration" auth plugin (clickt the closed eye to open on list)
Then, after the options set Self registration to Email-based self-registration
That should be the minimum required.

For people searching threads for setting up self registration like me, once you enable "Email-based self-registration", go to the settings page. On the settings page, scroll down to the "Common Settings" (On my monitor I didn't see the "Common settings" below the grid of settings due to my monitor size!) this is where you "turn on"/"allow" students to register.
