I need to provide a set of SCORM compliant elearning modules that do not use Adobe Flash.
We have used Articulate Presenter and Quizmaker to develop our content, and happily generating Flash and SCORM compliant output from that, but now a customer has asked for our modules in a non-Flash format - basically just HTML and images.
I can easily generate the HTML from the original PowerPoint source (though Open Office does a better job...)
But can someone advise me on what tools - preferably open source or low cost as it is just a one-off - that would help me wrap that content back up as a SCORM compliant course? I have looked at several, but they all seem to end up generating Flash.
Something easy to use too, if possible!

A tool called eXe (or eXeLearning) is considered by many the "defacto" standard for delivering SCORM content without Flash by non-technical people (powerful,really easy to use and well documented) and it is free !! You can choose from a Mac, Windows, Linux or Web based version of the software.
It uses HTML, XML and Javascript to generate its SCORM and can be accessed at: http://exelearning.org/wiki

I would pick up the SCORM Developer's Toolkit from http://www.e-learningconsulting.com/products/SCORM-source-code.html
Then get the free manifest maker extension for Dreamweaver from http://www.adobe.com/cfusion/exchange/index.cfm?event=extensionDetail&extid=1012681
The total cost involved is very reasonable when compared to full authoring tools. I believe it's $149 for the toolkit and then whatever the price of Dreamweaver. I would also suggest using win-rar to create the .zip

Their authoring tool looked like exactly what I needed.
However, they have been so unresponsive to questions, that it has put me off using it.
Hi Lawrence - you may want to try Udutu. It's an online tool (web-based) and allows you to export your courses (you want SCORM 1.2 format for moodle). It's free, so you'll need to give it a test-drive to make sure it is what works for you.
