Michael, please read in the Moodle Theme Documentation how to set up your own range of themes. These can then be set as course themes by the course teacher or admin. Users can change their theme in their preferences if the Moodle admin activated this option. Group specific themes you cannot set directly, but indirectly by telling all participants of one group to use the same user specific theme.
