Hi Eric,
It sounds as though your external database enrolment plugin is not working properly, since according to the Course enrollable help file "This setting has no effect on non-interactive enrolment plugins (e.g. External database enrolment)." I guess you can try setting it to Yes temporarily to see if it makes any difference.
