How would I add a new tab to the 'Personal profile' php page (user/view.php)?

the current tabs are:

* Profile
* Edit profile
* Forum posts
* Blog
* Notes
* Activity reports
* Roles


I want to add a tab with the title "Test1".

The tabs code is in user/tabs.php, so you have to hack that.
