Is there a way to allow tutors to easily enter feedback into submitted assignment documents and return them without having to go through the download/edit/save/upload/send process?

Something similar to the Grademark system offered by Turnitin would be ideal.

Could they not use online text assignments with "comment inline"?

Hi Mary

As far as I know the online text assignment doesn't offer the formatting options found in the Office suite. We would like the students to be able to create documents in whichever application they are familiar with and submit the resulting files.

Use the pdf assignment and you can type comments right on their pdf document wherever you want to comment and it saves so that when they open it they will see your comments throughout the document.  PDF Creator is a free download that you can use to print any document you have such as Word etc.  Once they complete the work they simply print to pdf creator and upload the resulting pdf to the assignment.  Work really well.  PDF assignment is in list of Moodle modules.
