I've done some searching and I have notconfirmed my question, sorry if it has been asked before.
I understand the concurrent user rule of thumb 1 GB = 50 concurrent users and how to find the number of browsing users but what exactly are "Browsing users". I see the definition at http://docs.moodle.org/en/User_site_capacities saying the number of users "Able" to browse.
Does that mean users that can log into Moodle and just "browse" and see Moodle and do not participate in quizzes, chats, etc.?
Basically, if users log into Moodle are they a "concurrent user"?

Did you check the http://docs.moodle.org/en/Performance_FAQ ? I know, it is not comprehensive, but useful as a starting point.
Unfortunately the whole thing is complete guess work. You actually need to throw some hardware at the problem and see what happens. Different usage patters make a huge difference and they are very hard to quantify.
