I don't think your Heads are going to like being course creators. Although CC sounds like a role superior to teacher, it is, in fact, a rather lame teaching assistant role with limited capabilities/permissions.
Whether you actually solve this technical problem that Mary is helping you with, I suggest you make your Heads teachers site wide or category wide.
