Editing HTML files from the file system with integrated WYSIWYG Editor

We have a number of teachers who add webpage content and edit it with the WYSIWYG Editor built into Moodle using "Add a Webpage". For a number of management reasons it would be better if that content was stored as HTML files on the file system.

How hard would it be to add a link on the "Link to File or Website" page to open locally stored HTML files in the built-in HTML WYSIWYG Editor and a link to create a new HTML file stored on the file system. Is this idea useful for others? Who is working in this part of code? Do they have time to add this functionality?

Our target release is Moodle 2.0.
