Can a "child" language also be a "parent" language"?

I am creating an English pack for my entire site called en_gd. It only contains portions of the en pack, so it will draw on en for any missing strings. I also need to create a course specific language pack. Can I name it en_oe, and then set its parent pack as en_gd? So that when in the course that uses the pack en_oe, Moodle looks first at en_oe, then at en_gd, and finally at en to get the strings it needs?

Or do all parent packs have to have two letter names? In which case, I'll just rename my en_gd as gd and create a language pack called gd_oe as its child.

In short, I'm wondering to what extent one can "cascade" language packs?
