Problems with Category Weighting

I'm sure there is a very simple fix for my problem, but right now it is driving me nuts...

I have added categories to my gradebook, but whenever I try to weight them, the weight gets rounded up to the next percent. So 15% gets rounded up to 20%. Any advice insight would be greatly appreciated.

Any insight at all? From anyone? Attached is a screen shot of before (when I enter .05 for a quiz category)....

How much weight do you want to give the Quiz category?

I wanted to give the category a weight of 5%, but after entering .05 and saving it, it becomes .10 or 10%. I need to get this sorted out soon. If it matters, I am using Moodle 1.9.5.
