Sytem roles cannot be removed

Hi,
We keep removing users from the system level (removing them from the course creator setting), however each time the log in they reappear there.

Does anyone know why this may be?

According to this FAQ, roles can be restored with course backups if there were users assigned that role in the backup. Maybe you have users restoring backups using those roles?
